Background

Volkov, who had seen many dramatic films about crime in the United States, wanted to expand his organization to the West. On August 24, 2018, with the help from Kovac, the organization managed to establish a very small cell in New York City. This cell consisted of only 15 members, all immigrants from France and Spain.
